The Warrenheip Battery Energy Storage System (BESS) will provide energy storage capacity for current and future renewable energy generators and will also provide greater grid stability for the broader national electricity market (NEM). The Warrenheip BESS will have a capacity of 240 MW providing 4-hour (960 MWh) lithium-ion battery storage.
The project is to be constructed on privately owned land next to the Ballarat Terminal Station and approximately 5km east of the Ballarat central business district (CBD). Construction and operation of the project would involve the following key components:

Avenis Energy is seeking approval from the Department of Transport and Planning (DTP)for the Warrenheip BESS project. The development is eligible for approval through DTP’s Development Facilitation Program (DFP) which is an accelerated assessment pathway for eligible projects to inject investment into the Victorian economy.
All applications lodged to the DTP will be determined by the Minister for Planning or the Department of Transport and Planning under delegation.
Avenis Energy is currently preparing a planning application, including a range of studies and assessments that will outline potential impacts of the proposed BESS project and recommend mitigation measures, where necessary.
The robust planning and environmental approvals process ensures that any potential impacts are identified, understood, mitigated, avoided or managed, to minimise the impacts of the local community and environment.

Construction will create job opportunities. Avenis Energy asks all contractors working on its developments to hire local contractors and utilise local suppliers wherever possible. It is estimated that around 140 workers will be required to construct the project. During operations approximately 3-5 ongoing operational roles will be created. The employment benefits extend through the local supply chains to fuel supply, vehicle servicing, hotels/motels, B&Bs, cafés, pubs, catering, cleaning companies, tradespersons, tool and equipment suppliers and many other businesses.

Community feedback is important to the development of the Warrenheip BESS, and input from the community will help formulate the Scoping Report. You can complete the community information survey here. The survey will close at 5pm on 3 May 2026.

In April we met with local landowners and the community at our community drop-in session at Warrenheip Memorial Hall. Thank you to everyone who attended and shared their feedback on the proposal so far. Avenis Energy is committed to building strong relationships in the communities it operates in. We do this by engaging early in the planning process and providing accurate, up-to-date information as plans progress.
Avenis Energy is currently preparing a series of technical assessments to accompany the planning application to Department of Transport and Planning (DTP). The outcomes of these assessments will provide directions for Avenis Energy and help finalise the proposal’s design and layout and ensure any potential impacts are minimised.

Avenis Energy intends to lodge the planning application with DTP in the coming months. After the application is lodged, the DTP will notify the local community through the public notice period. The community will be formally invited to provide feedback to DTP as part of this process.
