Avenis Energy is developing a Battery Energy Storage System (BESS) in Deniliquin NSW, located 6 km southeast of the CBD, adjacent to the Deniliquin substation. The project received Development Consent from the NSW Independent Planning Commission in January 2026 and is now progressing toward detailed design, procurement, and delivery.

The purpose of the development is to assist the national electrical grid at times of peak demand and in times of emergency. The 120MW / 480MWh BESS project will be located on a development site of approximately 7 hectares and will connect directly into the 132kV Deniliquin substation located to the northwest on an adjacent site.

Development Process & Approval

Given the significant potential that the development has in contributing to the clean energy transition and climate action targets of the state, the Deniliquin BESS proposal is considered as a State Significant Development (SSD) by the NSW Department of Planning, Housing and Infrastructure (DPHI).

At the early stage of the development application process, a Scoping Report is submitted to DPHI that helps to determine which technical assessments will be included within the Environmental Impact Statement (EIS). Following the submission of the Scoping Report and evaluation by DPHI, Secretary Environmental Assessment Requirements (SEARs) will be issued, outlining required assessments and considerations for the EIS.

Once SEARs are supplied, EIS reporting commences. An EIS is a very in-depth document that outlines specialist assessments and contains detailed planning information regarding the development. Following completion and lodged of the EIS document with the DPHI, the Minister for Planning will decide whether to issue a development approval.

Community & Economic Benefits

The project will deliver significant benefits to the region:

Construction will create job opportunities. Avenis requires all contractors working on its developments to hire local contractors and utilise local suppliers wherever possible. It is estimated that around 80-90 workers will be required to construct the project.
During operations approximately 1-2 ongoing operational roles will be created.
The employment benefits extend through the local supply chains to fuel supply, vehicle servicing, hotels/motels, B&B’s, cafés, pubs, catering, cleaning companies, tradespersons, tool and equipment suppliers and many other businesses.
The project is expected to create job opportunities during construction and operations. Avenis requires all contractors working on the BESS development to hire local contractors and utilise local suppliers wherever possible. It is estimated that around 80-90 workers will be required to construct the project. During operations approximately 1-2 ongoing operational roles will be created.
The project represents a positive diversification of the local economy and brings investment to the area. It delivers additional indirect economic opportunities to local businesses including local grocery stores, restaurants, cafés, accommodation providers, petrol stations, vehicle servicing, pubs, catering, cleaning companies, tradespersons, tool and equipment suppliers and many other businesses.

Project Updates
