BESS
The Winton Battery Energy Storage System (BESS) will provide energy storage capacity for current and future renewable energy generators within Victoria’s Central North Renewable Energy Zone (REZ) and will also provide greater grid stability for the broader national electricity market (NEM). The Winton BESS will have a capacity of 120 MW providing 4-hour (480 MWh) lithium-ion battery storage.
The project is to be constructed on privately owned land approximately 14 km east of Benalla on the northern side of the Hume Freeway, immediately east of Bowers Road, and will connect via a new 66kV powerline to the Glenrowan Terminal Substation.
Construction and operation of the project would involve the following key components:

The Winton BESS is currently in the pre-application stage of the Planning Approval process. Specialist subcontractors have been engaged to undertake a range of technical assessments which will be included within the Environmental Impact Statement (EIS) which will be submitted to the VIC Department of Transport and Planning (DTP) for Planning Approval. An EIS is an in-depth document that outlines specialist assessments and contains detailed planning information relating to the development.
You can learn more about the process on the Victorian Government’s Department of Planning website.
Construction will create job opportunities. Avenis requires all contractors working on its developments to hire local contractors and utilise local suppliers wherever possible. It is estimated that around 80-90 workers will be required to construct the project.
During operations approximately 1-2 ongoing operational roles will be created.
The employment benefits extend through the local supply chains to fuel supply, vehicle servicing, hotels/motels, B&B’s, cafés, pubs, catering, cleaning companies, tradespersons, tool and equipment suppliers and many other businesses.
Avenis is passionate about this project and recognizes the importance of ensuring that the development of Winton BESS brings success to the community. It is important that the concerns of the local and broader community are considered and addressed appropriately.
Your feedback is important to the development of the Winton BESS, and input from the community will help formulate the Development Application.
